Can I (a Minnesota) buy a handgun in Wisconsin w / o the "Minnesota yielded handguns? I realize that if I wanted to buy a handgun in MN i would be subject to obtaining a permit to purchase, and the cost of background checks (75-90 $). I also understand that a legal resident of Wisconsin is not subject to the same laws. Is it just a vast gray area in my position? Or is there some sort of legislation that would prevent me from getting my handgun in Wisconsin in Minnesota?

I found nothing in the law section of the RNA, but that is only a summary. To get the complete information you need to call a store. There is a waiting period of 48 hours to buy a firearm WI and a background check and you'll still need the license as required by MN law. I can not buy a handgun in another state than mine so I transferred to my state and all of the background check for the waiting period is done here.
Gunbroker.com
It would also probably serve you better do not use a source of anti-gun for information on purchasing a firearm. Brady site that is.

I would listen Vagion ... I knew I can not, but I did not know she was the federal law ... But using Gunbroker is legal, cheaper in some cases, and easy.
it is a federal crime to buy a handgun in any state other than your country of residence
He is also a federal crime to sell a handgun to a resident non-
You can do this if you have weapons transferred to you through an FFL in your home country
Pursuant to Regulation Act 1968 Gun
I do not think there would be a problem with the purchase, but there may be a problem with transporting it back in Minnesota. I'm really not sure how it would happen, but the easiest would be to ask a police officer or deputy sheriff.
