Can you put a lighter pen in hand luggage? go to the City of New York from Pittsburgh, Pennsylvania, and have a bic lighter I can get it in NY without having to buy a special container. Can not take it now anyway leave after tomorrow

Lighters without fuel are permitted in checked baggage. Lighters with fuel are prohibited in checked baggage, unless they adhere to the Department of Transportation (DOT) exemption, which allows up to two fueled lighters so enclosed in a DOT approved case. If you are unsure as to whether your lighter is prohibited, please leave them at home.

I had one in my pocket when I went to Australia to Indonesia three weeks ago, and they had no problem with him. The problem arises when you put it in checked luggage as there is no pressurization in the cargo hold (lighter expands and KABOOM). Put it in your pocket and put i by xray your smokes. You should not be a problem, but again, the laws of the United States may differ. The better your sound is too guys Customs and they will give you the very bottom:)
Yes you can, the TSA has reversed its policy on lighters a couple of years. Bic lighters are very good in your hand luggage, that "the flame-type lighters are still banned. Here is the web page of CSE regarding lighters:

I do not think you can have a lighter, even in the luggage. Call the airport and ask. My friend could not bring water in a bottle for her baby.
