I'm interested in getting one because they are cheap but I heard they have problems as scrathces very easily, it is bad reception during and long after the storms, and you can only use for some people. Is this true?

It is a very durable phone that you can make almost as many times as you want. I had mine for about 6 months, and it is a bit scratched, but almost as much as I expect to be a flip phone. I have not noticed any problem with reception, and you're supposed to be able to text anyone, even if I do not have much text so I would not notice if there were problems with some people select SMS.
