Panama City Beach is great, if you want white sand and small waves on the Gulf side. There are many beachfront hotels, including the Sandpiper Resort Hotel. It is relatively cheap, has a pool, whirlpool, tiki bar on the beach, and a good restaurant just across the street. My wife and I stayed there while we were on honeymoon.

If you like the side of the Atlantic, few will compare to Daytona Beach, which has golf courses, more than any other seaside town. I was not there, but I had many school friends who spent spring break there every year.
